Tournament Rules

Bolingbrook Raiders 2011 Annual Soccer Festival Rules

All games shall be played in accordance with the Laws of the Game observed by the
USYSA/USSF/FIFA/IYSA with the exceptions noted below.
 
REGISTRATION FRIDAY NIGHT:
Registration can be done through the mail, just mail your registration paperwork to P.O. Box 1582 Bolingbrook,
Illinois, 60440-7294. The teams who choose to do the mail in registration will need to present the player cards 1
hour before their first game at the tournament headquarters tent to complete registration. Any mailed registrations
received after Aug. 12th will not be accepted, and will need to use the onsite registration process. Those teams that
didn’t register through the mail must register with the Raiders Festival Friday night 6-9pm at the Lily Cache Sport
Complex Fields, located just West of Weber Rd, on Hassert Rd. in Bolingbrook. Please see Maps! Teams playing
Friday night must register no less than 1 hour before the team’s first game at the tournaments headquarters.
 
Teams must supply the following at registration:
1) Submit (readable) copy of the IYSA/USYSA State Players Approved Roster form and Tournament Roster form.
2) Submit (readable) copies of all your players Emergency Medical Release forms (EMR) for each player.
3) Show approved player passes which will be matched against its roster. Player passes older than 2 years will not
be accepted and players will not be allowed to play. Please Have player cards punched prior to arrival if possible.
4) Submit all Guest player forms.
5) Show all coaches passes (ref. player roster form).
 
Game Schedule:
Raiders Soccer Festival games will be played on Friday night through Monday as follows: Friday night games will be
for local teams or teams requesting based on the amount of teams. Saturday & Sunday will be played by everyone.
Monday, Labor Day, will be used only for rescheduled games due to severe weather conditions or other unforeseen
events. All teams will play a min. of 3 games.
 
ELIGIBILITY:
1) U-8 & U-9 will be allowed a maximum of 12 players per team including 3 guest players. Guest player forms are
required. U-8 Teams will play 5 v 5; U-9 Teams will play 7v7
2. U-10 teams will be allowed a maximum of 15 players per team including 3 guest players. Guest player forms are
required. Teams will play 7v7
3) U-11 and U-12 teams will be allowed a maximum of 15 players per team including 3 guest players. Guest player
forms are required. Teams will play 9v9
3) U-13 through U-15 teams will be allowed a maximum of 18 players per team including 3 guest players. Guest
player forms are required. Teams will play 11v11
4) U16-U-19 teams will be allowed a maximum of 22 players per team including 3 guest players. Guest player forms
are required. Teams will play 11v11. Only 18 players may dress per game
5) Teams may not play up against older divisions unless approved by Tournament/Festival Director.
6) Boys Recreational & League teams U8 - U14.
7) Girls Recreational & League teams U8 - U19.
 
PRE-GAME CHECK IN ALL TEAMS
Player and coaches passes will be checked and held by the Field Marshall. Please be checked in fifteen (15) minutes
before game time. It is the Coaches responsibility to check the Score Posting Board before and after each game, to
be certain there are no game schedule changes that may impact your team.
 
PRE GAME CHECK IN: CONTINUED:
 
The 1st named team is the home team. Home team will receive the ball in the first half, Visitors will get end of field
to defend choice. In case of uniform color conflict, the home team must change to an alternate color. Jerseys must
be numbered. Goalkeeper’s uniform must be color than either teams field uniform. Teams switch ends at half time.
No earrings may be worn, taped earrings are not permitted.
 
DURATION OF GAMES
U-8 thru U-10 2X20 minute halves
U-11 thru U-12 2X25 minute halves
U-13 thru U-14 2X30 minute halves
U-15 thru U-19 2X35 minute halves
 
The game clock will not be stopped because of injury to any player. The injured player must be removed from the
field by medical personnel ASAP. In the event of a serious injury the Tournament Director will assess the need
for any additional time for that match. Due to the time allowed for the completion of all games, the clock must
run continuously. Half times for all games are 3 minutes in duration. Referee's time will be final. There shall be
no dissent between players, fans and/or coaches and the referees. Questioning a referee is considered dissent.
All coaches are responsible for soliciting the support of their fans in monitoring this policy. Any player or coach
ejected from a game will be ineligible to participate in the next scheduled game. Any fan ejected from a game
must leave out of site of the game or park! All Players, Coaches or Fans ejected will be reviewed by Tournament
Director if additional action should be taken. Team coaches will only be allowed to schedule (2) teams for a "no
game conflict". We recommend teams have (1) Head Coach and (2) Assistant coaches. All coaches must have proper
league identification.
 
SUBSTITUTION
Substitutions are unlimited but can only substitute at any stoppage of play (except penalty kick and corner kick),
for U13 and older they will be waived in by official, move quickly as the clock does not stop. For U12 and under
substitution shall be on the fly. Exiting and entering of the game must be at the centerline of the field only. Both
teams are allowed to substitute at any stoppage.
 
GAME BALLS
Boys and Girls U-8 divisions shall use a #4 ball. Boys and Girls U-9 through U-12 divisions shall use a #4 ball. U-13
and higher shall use a #5 ball. Game Ball is supplied by the Tournament/Festival Field Marshall. If a game ball is not
available, then the Home team shall furnish the game ball, if none are available than the visiting team furnishes a
game ball. The Game Referee will make the final ball selection approval.
 
WEATHER AND EMERGENCY CHANGES
Where necessitated by weather or other emergency, the tournament committee shall have the authority to:
1) Relocate/reschedule any game
2) Reduce by up to half, the duration of the game
3) Cancel preliminary games that have no bearing in deciding the group winner.
4) Decide the final tournament standings and trophy winners by points.
5) Move penalty kick to another field to avoid delay of the next game
6) If a game is stopped or suspended by the referee due to weather conditions beyond the scheduled ending time
for the game, the game shall be “completed”. The score at the time of game stoppage will be recorded as “final”.
7) If any un-played game has to be canceled (other than a forfeit) due to weather conditions or other unforeseen
events, the game will be recorded as a 3 to 3 tie for the purpose of establishing group standings. The Tournament
Committee will decide any circumstances that arise during the tournament which are not covered by these rules and
their decisions will be final.
8) In case of Lightning, games will be delayed at least 30 minutes or more until the Director of Tournaments re-starts
games. Teams need to take shelter immediately once the horn is blown stopping play. The horn will blast three
short times to notify the fields are reopened. Coaches are responsible for reassembling teams in timely fashion.
 
Teams not properly assembled at field location at restart after weather may forfeit match.
 
SCORING, STANDINGS AND TIE BREAKERS
The winning Teams coach will be required to get the game card from the referee, and bring it back to the Head
quarters tent.
 
Games in the preliminary rounds will be scored with 6 points for a win, 3 points for a tie, 1 extra point for a
differential of 3 goals or more (i.e.: 3-0, 4-1, 5-2 etc.) and 0 points for a loss. One point will be allowed for each goal
scored, up to a maximum of 3 points per game including the losing team (max. points per game 10). If teams tie 0 to
0 then both teams will receive only 3 points. In the event of a tie in deciding group positions, the following criteria
will be used to break the tie in this order: Head to head competition, most games won, fewest goals against, most
goals for, penalty kicks as defined by the tournament overtime rules
 
Note: There are no bonus points for a shut out. As this is a pre-season / early season tournament, it is the goal of
BSC to encourage coaches to let as many players play as possible. If your team gets a lead of 4-0 or 5-0 it is our hope
you will rotate in different players to ensure lots of playing time, and not play starters for the sake of a shutout as it
does not get rewarded, rather the 3 goal differential is rewarded with 1 extra point.
 
OVERTIME
In the event of a tie in Playoff and Championship games:
1) Winner will be determined by penalty kicks
2) Each team will designate five (5) players to take alternate kicks. The best out of five is the winner. If still tied,
alternate penalty kicks will be taken by the remaining players until the tie is broken
NOTE: ONLY THOSE PLAYERS ON THE FIELD AT THE END OF THE GAME ARE ELIGIBLE TO TAKE PENALTY KICKS.
 
FORFEITS
1) A minimum of seven (7) for U13 and above; 6 for U11-12 (9v9), 5 for U9-10 (7v7), and 4 for U8 (5v5). 2) If a team has less
than the (min. req'd.) players to start a game, it will be granted a five (5) minute grace period before forfeiting.
3) In the event of a forfeit, the winning team will be awarded the max. points available of 10. Forfeited teams will
receive zero (0) points and be reviewed by the Tournament Director if further action should be taken.
 
FAILURE TO SHOW AND COMPLETE THE GAME
Any team quitting the field of play before the conclusion of any game is automatically disqualified from the
tournament. The current game in play will be recorded as a forfeit. Any club whose team fails to show for any game
will be banned for five (5) years from participating in the tournament (enforced by IYSA/USYSA).
 
PLAYERS EQUIPMENT
USYSA and FIFA rules on equipment apply. Referees have the final approval as to safety. Please note: No earrings
may be worn during game even with protective tape. Please have earrings removed prior to game check in.
 
PROTESTS
All referee decisions are final. $100 protest fee. Protest must be filed in writing with Tournament Director within
one (1) hour of game completion. If protest is upheld the fee will be refunded. Protest forms available at the
Tournament Headquarters
 
PLAY-OFF PROCEDURES & AWARDS:
U-10 through U-19 AGE DIVISIONS
 
The first place team from each four or five-team bracket will play each other in the Championship Game. There will
be no game for 3rd place. Example: Boys U-14 Division, the winner of the Green bracket will play the winner of the
White bracket for the division Championship. When there are 3 groups, then group winners and a wild card team
with the next highest points will play semi-final games and a single Championship Game. In the event that there are
not enough teams to make up 2 divisions, than the one group will be playing a round robin, all will be playing 3 or 4
games. 1st & 2nd place will be determined by points.
 
Championship Game or Playoff Tie Breakers for U-10 through U-19 Teams: In case of a tie after regulation time, the
teams shall take penalty kicks in accordance with FIFA rules to determine the winners. Penalty kicks shall be taken
as directed by the referee. NO PLAYOFF OR CHAMPIONSHIP GAMES FOR U-8 OR U-9 AGE GROUPS. U-10 through U-
19 Age Divisions will receive 1st and 2nd place individual awards and team trophy. The awards will be presented upon
completion of the championship game at the tournament headquarters. U8 & U9 Players will not have standings or
a championship/playoff games, all players will receive a participation medal.
 
TEAMS AND SPECTATORS LOCATION
Players and coaches of both teams shall occupy the same side of the field. Ideally the home team shall be to the
right and visitors to the left of the half way line. Spectators shall occupy the opposite side of the field across from
the team they support. There shall be no coaching from the spectator side of the field.
 
CANCELLATION OF OUR TOURNAMENT AND REFUNDS
If the entire tournament has to be canceled prior to the commencement of any scheduled games due to inclement
weather conditions or other reasons, teams will be refunded the full amount of the entry fee. If weather conditions
require the cancellation of games during or after the first or second round of play, the teams will be credited at
a prorated amount of their entry fee based on the number of games played. Credit will be applied to next year’s
event. No refund will be issued when teams play 3 games. Monday will be used only if needed when Saturday or
Sunday has bad weather cancellations.
 
ENTRY FEE
Festival costs are U8 & U9 =$395, U10 - U12 = $535, U13 - U19 = $585. For applications received after Aug. 1st, there
is a $60 late charge. Checks/Money Orders payable to: Bolingbrook Soccer Club or BSC and will be deposited when
received. The entry fee will be forfeited if your team withdraws from the festival after acceptance. Teams not
accepted will receive full refund with letter of notification.
 
Early Applications, Multi-Team and Returning Team discounts: Team Applications received prior to June 1 st will
receive a $30.00 discount, 5 Teams or more from the same club will receive a $10.00 discount for each team and
returning teams will receive a $10.00 discount. Please note in the application that you are returning team, or that
you have multiple teams. Teams are only eligible for one 10 dollar discount – multiple teams or returning team, not
both.
 
SPORTSMANSHIP – PLAYERS, COACHES, SPECTATORS
It is everyone’s responsibility to show good sportsmanship to all participants at this event. This includes officials,
players, parents, and the all team’s spectators. It is the coach’s responsibility to lead by example and assist if
asked in addressing any sportsmanship issues with their team’s spectators. If a spectator is ejected, they are not
allowed on the playing fields of Lily Cache for the remainder of that day. If a coach is ejected they must exit the field
immediately and must go to the parking lot. The coach is also suspended for an additional game, and may not be on
any playing fields at Lily Cache during this time. If a coach is coaching multiple teams they may not coach any team
until the suspension time for the age group of the infraction is completed. Please make this paragraph a non issue
and show (and encourage) good sportsmanship at all times.
